When I visited Mumbai, I saw large quantities of garlic not only in this market but also in other markets. I was not aware of this because I usually see garlic all year round, but perhaps it was harvest time. After all, India is the second largest garlic producer after China. Freshly harvested garlic might have been available in the market.
In India, garlic brought to market in the form of scales is often broken up into pieces and sold. Apparently, it is not customary to sell garlic in its scaly form. Therefore, people can be seen breaking up garlic scales at the market. The two men in the photo were also breaking off the garlic scales, and there were many pieces lying around between them.
