The city of Tokyo, built on an inlet, was lined with many waterways. Edo was a city of water. However, most of them were culverted during the period of rapid economic growth. Fortunately, the waterway in this photo still pokes its head out. Still, the highway runs right above the waterway as if to cover it.
Since there was no free land, most of the expressways in Tokyo built in the 1960s were built on top of the waterways. There are a lot of cars running on the highways. On the other hand, the waterways where many people used to come and go are empty. They were just quietly filled with water.
