The building in the photo is the Minato City Local History Museum, which has a rather splendid appearance for a municipal museum. It was originally built in 1938 as the National Institute of Public Health to improve public health. Moreover, the construction cost was apparently covered by a donation from the Rockefeller Foundation of the United States.
From the perspective of the U.S. at that time, Japan was a poor Asian country with poor public health. It is no wonder that the GNP before World War II was about 10 times higher than that of Japan and the United States. Even with the difference in cost of living, the Rockefeller Foundation was very generous in providing the funds for the construction of such a magnificent building.
As time went by, the functions of the National Institute of Public Health became part of the National Institute of Health Sciences and moved to Wako, Saitama, leaving only the building at this location. The building was transferred from the national government to the jurisdiction of Minato Ward, and is now open to the public as a museum.
