As a non-golfer, I don't know well, but it seems to me that there are no golf courses in the vicinity of Tokyo, even if I wanted to enjoy golf. There may be driving ranges where you can hit the ball, but I doubt there are any golf courses in the city center.
This is why I imagine that golfers head for the countryside where there are golf courses early in the morning. Public transportation is not available for golf courses located in remote areas. They drive their own cars.
Of course, not all golfers drive their own cars, and some of them must take the train or bus. The man I saw right in front of Tokyo Station was one of them. As I was setting up my camera at the entrance of Tokyo Station, a man carrying a bright yellow golf bag crossed the street in front of me.
Looking at Tokyo Station from the Marunouchi side, the ticket gates for the general public are located inside the north and south dome. But if you look closely, you can see an entrance in the middle of the station building. This is the entrance for the Imperial Family's noble guests. This is where the Emperor and members of the Imperial family enter when they board trains from Tokyo Station.
