In the middle of Rikugien in Komagome, Tokyo, there is a large pond, with a stream flowing into the pond in places. As you walk around the pond, you will cross bridges over the stream at various points. The father and son in the photo were crossing one such bridge. The bridge was visible in the water.
The name of the garden is derived from the six principles of poetry in China's oldest poetry collection, the Shijing, and is said to refer to the six content-based categories of Fu, Ya and Ode, and the six formal categories of Fu, Hui and Xing. Although I do not understand the six principles, I now understand why the name of the garden is written '六義園' and reads 'Rikugien'.
