The stupa with the painted eyes was surrounded by apartments
There was a small square surrounded by the apartments. I saw many such kinds of the square during walking around. And a Buddhist stupa with up-angled eyes stood in the center of it. The feature seemed to be looking after people living in the apartments.
The state religion of this country had been Hinduism until 2007 though, 10% of its population were Buddhists. So it was not uncommon to see the objects related to Buddhism in Kathmandu.
