The man was waving a flag and complaining about something political
A man wearing a hat was shouting in front of a building, waving a big flag. He was appealing something. But I couldn't understand what he was saying because he was speaking in Spanish. This was in front of a government building in Tuxtla Gutierrez. All I could tell from the atmosphere was that he was shouting something political.
The man keeps waving his flag to get the attention of the people around him. In that sense, I fell right into the man's tricks and watched as he waved his flag. But I have no idea what the man is trying to tell me, and even if I were asked to make some political decision, I don't have the right to vote here. The man's strategy failed, at least for me.
