When I went to a coffee shop in Nippori on a weekday afternoon, the seats by the window were occupied by businessmen in suits. They must be businessmen on their way to work. They were taking a break from work to have a smoke. For office workers who have to go out of the office, it is no fun to go back to the office immediately after finishing their business at the destination. They have to take a breather somewhere along the way. That doesn't necessarily mean they are less productive. It is quite conceivable that productivity would be higher if you work with this kind of leeway. It may just be a matter of degree, though.
