The young man was working a fried food stall by the wayside. In front of him, a pot and a bowl were placed. He used artificial coal for fuel and the pot seemed hot already. The foodstuffs were seen in the bowl and he was stirring.
Although I didn't understand what he was cooking, it could be something like samosa. It was popular in the Indian subcontinent and you can see many food stalls selling it when rambling along the streets.
