The face of the rickshaw wallah, who was pedaling the cycle rickshaw, turned around and was just visible through the hole in the hood. He seemed to be checking for safety in order to turn down the road.
Cycle rickshaws, which are common in India, have a simple structure with a seat attached to the rear of the bicycle. They usually do not have turn signals or even side mirrors to check behind them.
So, when changing lanes or turning down the road, you have to shake your head to check, like the rickshawlar in the photo. It's a bicycle, so even if an accident should occur, it might not be catastrophic, but cycle rickshaw safety arrangements are quite primitive.
