They were doing Tai Chi
There were many people doing Tai Chi in the cloister of the hall. It was roofed and a nice place to exercise. And I found a group which members wore the same outfits.
The man and the woman in this photo belonged to the group. They were doing Tai Chi together. Nevertheless, no music was played, they did in the same rhythm. They looked like they were dancing together and it was interesting to watch. The timing of punching was also same.
