Large numbers of Hindu pilgrims visit Nasik. This is because the Godavari River that flows through the town is considered a holy river. In the center of the town, there is a bathing place called Ramkund, which is crowded with pilgrims. Pilgrims bathe there and offer prayers. The silhouettes in the photo are that of a pilgrim.
Interestingly, despite the fact that the staff will scold you if you try to wash your clothes in the water of Ramkund, this holy place (I actually saw a few people being scolded for trying), there is a place to wash your clothes just downstream from this place. In India, it is not unusual to use river water to wash clothes, so there must be many people doing their laundry upstream. In other words, many people are washing their clothes in the holy river water.
