The people in the photo, clad in white, are Caodaiists. Cao Dai is a new religion in Vietnam. Although it is unheard of in Japan, the number of believers in Vietnam is said to be about 1 to 3 million. There are a large number of believers in Vietnam.

When I was walking in Ho Chi Minh City, there seemed to be a temple and I saw people of the Cao Dai faith. It was just time for worship. The temple seemed to be already full, and the congregation that couldn't fit in the temple were praying on the sidewalk. It was a sunny day, but it would have been difficult on a rainy day.
