They were preparing for the festival

Shot in the city of Kagurazaka, Tokyo.

It was the season of summer festival. The festivals were done area by area and each Shinto shrine had its own festival. This area held the festival also on that day.

A divine palanquin was put on the street and two men were standing on the both sides. They were just preparing for the parade. The lanterns were fastened to the sacred palanquin by them. It was still light. The festival would start after dark.
